Miscellaneous: A distinguished legislator, jurist, writer and administrator
during the pre-war struggle for independence. But his achievements were overshadowed
by his controversial presidency during the Japanese occupation that was in conflict
with the Philippine government-in-exile headed by Quezon, and then later, by Osmena.
But many Filipinos believed that he used his position only to make a harsh military
occupation less difficult. In view of this, he almost won the 1949 election over the
incumbent Quirino.
